Priscilla Estrello
Executive Director
Priscilla Estrello is a active Navy Reservist. Priscilla has served in the Navy reserves for over 18 year she proudly serves her command as a command career counselor. She is a native of El Paso holds a Masters in Social work. Priscilla sits on two local boards the Paso Del Norte Veterans Coalition and Down Syndrome Association. She is the Executive Director of the PDNVC and the treasurer of the DS associations. She is retired from the Texas Department of Family and Protective Services of which she served 23 years. She worked as an adjunct with University of Phoenix and Park University where she served as an educator for many veterans.

Joe Carrillo
Board President
Joe Carrillo is a native of El Paso Texas an energetic and innovative business leader specializing in optimizing team dynamics and harnessing strategic and operational drivers to deliver results in aggressive multi-million-dollar industries.

His passion started back in 2005 helping Active-Duty Members, Family Members and Veterans through transition with education, guidance to specific careers and a coach to encourage them through times of change. Joe also sits on the board for the Armed Services YMCA.

He received a certificate of special congressional recognition service to the community and in supporting the transitioning U.S. Army Service members at Fort Bliss by the Congress of the United States House of Representatives. Carrillo earned a B.S. in Business Management and an M.S. in Administration Justice and Security from University of Phoenix.

Joe Carrillo, works for Western Governors University as their Strategic Military Partnerships Manager Regional South Operations. This includes Texas, New Mexico, Oklahoma, Arkansas and Louisiana. Carrillo develops and builds relationships with military-affiliated organizations and partners, active-duty military, spouses, dependents, veterans and organizations to support workforce development through continuing education at WGU.

His three pillars are Education, Public Safety and Infrastructure that will help drive successful economies. Joe Carrillo states we must work as one to end the gaps and help drive the economy with Entrepreneurs, Small Business, and Corporations because 76% of Americans live paycheck to paycheck. This needs to change.

Andrea Z. Kerr
Vice President
Andrea Kerr is a professional in El Paso, Tx with over 10 years of experience working with small businesses and non-profit organizations. Andrea has worked with the El Paso Chamber of Commerce, the Alzheimer’s Association and is currently the community liaison for the Local Mental Health Authority, Emergence Health Network (EHN).

In her experience, Andrea has organized small business programs, fundraising campaigns, and significant events such as the El Paso Chamber’s Women's Business Development Program and annual Women In Business Conference. She has also coordinated business outreach programs in partnership with the United States Army Sergeants Major Academy, the U.S. Chamber of Commerce and the Hiring Our Heroes initiative at Fort Bliss. As the current Vice President of the Borderplex Veterans Coalition, she brings a passion of connecting veterans and their families to local and national resources to help improve professional and personal growth opportunities.

An active member of the El Paso community she has assisted the Sunset Heights Neighborhood Improvement Association and the U.S. Green Building Council West Texas Chapter with fundraising activities and events. Andrea received a Bachelor of Arts from Texas State University and is enrolled in UTEP’s Executive MBA program. She is also a graduate of Leadership El Paso– Class XL. (XL#1)

David Oropeza, MBA
Board Member
David Oropeza is a results-driven Navy Veteran, servant leader and corporate professional. He is passionate about education and always willing to assist his community. He has been working in the Higher Education Industry for more than 11 years, currently working with Grand Canyon University, as a University Development Counselor. In addition to working in Higher Education, he has also assisted several organizations with marketing, business and strategic planning. David volunteers and is serving on Military Veterans Action Committee, as a committee member of the El Paso Chamber of Commerce, Helping Hands, and a Centurion Military Alliance volunteer.

He also had the great privilege to serve his country in the United States Navy. David was able to visit several countries such as Japan, Hong Kong, Australia, Tasmania, Singapore, Hawaii, and Dubai. Prior to coming onboard at Grand Canyon University, he had the opportunity to serve in the Retail Industry as a Service Center Manager for several years. He was also privileged to serve as a Supervisor with UPS Supply Chain Services. In 2005, he was awarded the prestigious Delphi Excellence Award for Customer Service and Expedited Solutions. Serving as a consultant at times for Delphi, he was able to reduce their transportation cost by more than half a million dollars during the first year collaborating with them.

His educational accomplishments include a Bachelor’s of Science in Business Management/Human Resource Management and a Masters of Business Administration from the University of Phoenix. He enjoys assisting all members of society by motivating, mentoring, and helping them to achieve their educational and career goals.

Michael Zamora

Milton Michael "Mike” Iriarte Zamora was born and raised on Guam in 1965. Upon his graduation from Morse High School in 1984, Mike immediately joined the United States Marine Corps and later attended Park University. After years of searching, Mike found the love of his life, Arlene, and married her July 2007. Together, they built a beautiful family and life in El Paso, TX where they dedicated their lives to serving the Lord. Mike will always be remembered as being a loving husband, father, grandfather, and faithful friend with a generous, kind heart and soul.
